A driving licence is now essential for most people, so much so that your livelihood may depend upon it. The number of motoring offences has fluctuated in recent years, rising from 6.9 million offences in 1993. In the early 1990s fixed penalty notices dealt with the majority of motoring offences. Penalty charge notices were introduced in 1994 and are issued by local authorities for offences of obstruction, waiting and parking. By 2000 they accounted for almost a half of motoring offences. Over a fifth of offences resulted in court proceedings by 2000.

Cameras provided evidence for over 1.9 million offences dealt with by 2003. Overall, these cameras provided evidence for 61 per cent of speeding offences
